Integration layer between Gradio framework and WebUI component system.

Motivation

Wrapping Gradio's component and layout APIs behind a dedicated integration layer allows the WebUI to extend, customize, and theme the UI consistently while insulating the rest of the codebase from breaking changes in upstream Gradio releases.
